This representative is jointly and severally liable with the shipowner for paying fairways duties. These duties are charged for the service of guiding vessels through the fairways, especially through port access and departure channels.

The requirement that foreign shipowners designate a representative in Finland can result in additional costs for such operators and therefore make providing services more difficult for them than for a national operator. The Commission considers this practice to be contrary to the principle of freedom to provide maritime transportation services between Member States and between Member States and third countries.

Police say the driver was racing with another vehicle near Hawkins on I-10 west, when he lost control of his car. The car then rolled over, but fortunately for the driver; he only suffered minor injuries. Emergency Dispatchers say the driver refused help on the scene, but was arrested for speeding. This latest accident only highlights the dangers that come from racing on our roadways.

Last month, police arrested two Fort Bliss Soldiers in connection to a deadly racing accident. Police say the soldiers were racing on I-10 west near McRae, when the crash happened. One man was killed in that accident, but another tragedy that could have been prevented.

Speeding was also a factor in another accident that happened just after 1 o’clock Friday morning. Police say a man was driving his SUV northbound on North Desert in west El Paso, when he lost control and rolled over. He was taken to a local hospital with minor injuries. Officers say he will likely be charged with speeding and driving under the influence.

Police say they do what they can to prevent these kinds of accidents, but they can only do so much, to keep the streets safe when there are reckless racers. Authorities say the ultimate responsibility is in the hands of the person that’s behind the wheel.
