Missouri motorcycle fatality rates among highest in nation

Monday, March 31st, 2008

SPRINGFIELD, Mo. — Missouri is one of the most dangerous places in the United States to drive a motorcycle, according to a report published.

Between 2002 and 2006, the state has the death toll remained stable between nine and 12 deaths per 10000 registered drivers, the Springfield News-Leader reported in its Friday edition.

While other countries have their price increase, Missouri unemployment rate remains among the highest in the nation, ranking ninth in 2006 and during the 10 years during the year 2005.

The newspaper has verified the data from the National Highway Traffic Safety Administration’s Fatality Analysis and reporting system found 390 motorcyclists died on Missouri streets of 2002-2006.

It was discovered that 58 percent of fatal accidents has been falling in rural areas, and only 44 percent of them to another vehicle.

Ninety-two percent of the victims were white men, the average age was 38, with a little less than half of 40 years or more.

“What we have here in Missouri, it was agreed that the middle-aged group appears that most of the dying,” said Neil Myers, coordinator for the state of Missouri Motorcycle Safety Program.

Myers said a number of factors appeared to be the trend heats man, including the benefits of motorcycles “better Gasmeilenzahlstatics baby boomers and the road constantly inside.

He said, some drivers do not recognize motorcycles today are much more powerful when they remember.

“The bike is twice as much of what riding and, of course, our physical abilities are not enough, what they were when we were younger,” he said.

The newspaper analysis revealed that nearly 18% of drivers killed were not wearing helmets and another 3 percent were dead, if they are not entitled to wear their helmets properly.

Missouri’s helmet law, passed in 1967, requiring all motorcycle drivers to wear a helmet, but the legislature has tried to kill him with the law, almost every year.

State Sen. Luann Ridgeway, R-Smithville, sponsorship of this year’s version is, the removal of helmets mandatory for drivers 21 and older, but they keep for young drivers and all drivers on the highways.

The bill is now in the full Senate and if passed, in the year 2013 would be renewed.

“I think it’s a question of personal freedom,” said Ridgeway. “We do not need him for virtually all others, but we stressed this segment of our society.”

She said that those who, using the helmet laws, including Myers’ program and the Missouri Department of Transportation, to consider factors other than tracking statistics of traffic accidents and victims.

“We do not have enough data to determine whether the speed was the major determinant of whether recklessness of drivers of motor vehicles has been a determining factor as to whether alcohol or drug consumption was a factor …”, she said.

Ridgeway also insisted that the state is not required helmets for other potentially dangerous activities such as skiing, horseback riding, or even a car.

“There’s Trade-offs in exchange for a small amount of freedom,” she said.

Myers said, research facilities for the safety of helmets, as well as on common sense.

“No professional (motorcycle), race to race you without a helmet, so you have something to say,” he said.

While he appreciated that Ridgeway reflects helmets, young drivers and motorcycles on highways intestate, he missed a big part of the problem.

More than 16 percent of motorcycle fatalities between 2002 and 2006, there were 21 years old or younger said Myers and presents some data on fatal accidents from the highway.

“Two rural roads, where you most need the helmets,” he said.

It is hard to believe that Turkey can apparently also been destabilised by a matter of months, in recent years, after the euphoria growth and progress. A quick look at the country, it could give the impression that large social institutions and cohorts are in a state of eternal conflict can be resolved. Why is this so? Why Turkey also divided and confrontational? Those are the two most important issues that reveal the true nature of Turkish society and politics, and we warn against the manipulation of Epiphänomene so that the products of an infrastructure behind polarization.

The great divide evident in Turkish society comes from two sources: 1), socio-economic and 2), political-ideological. The socio-economic differences have two companies in the country, membership in a world today in a world one, there is not more. This is the largest part of the population, to further strengthen the process of political consensus and solidarity. Within this category, there are peasants, one stationary, conservative and traditional, but himself bearer cohort. There is, however, a larger group, the peasants are not volatile no longer, but all of the cultural tradition of baggage, they have attained the nature and in the cities, still expanding. They are trapped in a process that can be seen as “a culture of urbanization without citizenship.” This “has classified the cohort is inseparable from the modern and the traditional, between East and West and between the community and society. That’s why they belong, either conservative or communes, especially religious values that help them in a softer landing anonymously in a social nexus (secondary relations), and the social values of modern urban life. Protected by (or feel at home), the context of these municipalities, they can concentrate on its traditional values, while their daily business (mostly professionals) in a modern ambience. They are religious, most of their leaders, their decisions moral and social relations are religious. however, it is their choice . They do not want a theocracy, the guidelines dictated from the top and from outside. Religion is a bridge for them with their past behind and have a future, they have not yet integrated. they took up the challenge of the transition to modernity, but, to make the trip with the spiritual and moral tools they know, rather than increasingly lost in the precarious voyage.

What is worrying for the older cohorts urban poor, to identify with modernity is the increase in the number of such persons in the traditional aspect of public space and their ancestry in their areas of activity and influence of education and the economy. The decline of the influence and power of old and modern, secular cohorts in public life as an expression of a threat to the regime and its modern and secular. There is another rub. The Republican administration has, in general, is not in the creation of a developed society through the elimination of the peasants and traditional forms of production and social relationships, like feudalism, tribalism and power of the sheikhs of the rural population. Industrialization is not going too far, and individualism, the power of entrepreneurship and democracy has been limited. While the state argues that the spirit (of loyalty and obedience), and the bodies of subjects, the common preservative filled the gap between the individual and the State, and a conservatism “civil society” has grown says that the body, the spirit, if not the citizens.

While the State on nationalism, these bourgeois conservative cohorts Using religion to assert their sovereignty by the State. The fight was also spuriously as “clash of civilizations”. Indeed, it was a movement of resistance of society to gain their autonomy by the state, is likely to lead to a popular democracy, the abolition of the current protector. This initiative was also marked “religious fundamentalism on the ground.” It may well, if it is in this society can not achieve sustainable economic development and pluralist democracy. But it is not the on the article.

There is no doubt that the growing conservatism of Turkey, find their legitimacy in the religious tradition. But it is a cultural conservatism, in public life by urbanization and social change with an open door to modernization (below). The old bureaucratic elites and social cohorts, in conjunction with the State, represented secularism and change from top to bottom. This resulted in a large part is not in its mission to the modernization of society in its entirety. But now they are confronted with the reality (they call this “danger”), sharing their space (towns) and the traditional social cohorts power they have failed, in the transformation.

The second division is due to ideological divisions pit group against group, as if they rather the enemies of each other as members of the same society and the nation. This problem is solved in the next article.

Olayiwola Shittu … The Nigerian businessmen do not want to risk
Now, let us of the status of Nigerian seaports with a look at the identification of the bank, the reforms? The Ministry of Finance has in the past made a lot of consultations with interested parties, as you 48 hours for clearance of goods. So I expect that the policy had a really positive influence on the activities of the maritime industry. The 48-hour clearance of goods, a policy was meant to accertate for rapid clearance of goods, as well as efficiency in the port.

What do you think is at the expense of its own success?

In all honesty, some of the problems we have in this country is widespread, because people do not expect that someone agency has been damaged. There are generalizations, of course, you can never something morality.

Généralisations that what all of us do, to cheat the government. But I bet that Nigerians are very patriotic, customs officials were people who are in the tradition of the house, you can create with what you have and with God’s blessings, things can be better for you, as outrightly corrupt.

I like jingles 48 hours of recording, and surprisingly our association of the Nigerian licence customs officer, which I am the chairman of the subcommittee, the issue of clearance 48 hours.

The umbrella organization of the agent compensation, we, of the idea to the implementation of the campaign to Abuja, they know that the agents are ready for 48-hour clearance. We are not ready, but only to recognize that there is no alternative to 48 hours of clearing cargo. But there are a lot of hurdles before 48 am, you can, for example, we can not of customs control of goods from 48 hours.

That’s what we practice in Onne Port. You can in your paper this morning, and the next day you are always your version freight. It is also affected by the reform, by the customs authorities of ANCLA CG, and in collaboration with other government agencies. The idea is for us to certain categories of goods freely by the fast-track. The others are those that you do not have to prove everything.

We know that there are loopholes for unscrupulous people, but it has been able to identify importers Embroidered with their activities. Thus, Customs may not be the only one, to 48 hours. What the government had in mind the fact that if your goods arrive in port within 48 hours to be taken.

But it’s not that simple. The biggest obstacle are as follows: banks, shipping companies and terminal operators. If an importer in its document an agent, it would be foolish for agents of the earth, as soon as possible, as it would also other jobs to earn more of a recommendation. He needs the satisfaction of the importer, so he has yet to him.

Now, are you going to the floor, where M forms are processed, the agent is not involved. It is between the importer and the bank. The regulation stipulates that the service provider - SGS, Cotecna, and others at the entrance to the form M, banks must before 24 hours, if the shape of M in order, or to be refused if to the bank.

Unless, of the importer, on his own following what happened to his form M, keep in a file, and it would be only to the definition. Today, the issue is on the road to the importer, and may not be aware of rejection.

There may be only a mistake, which can be corrected, which is the negative contribution from the banks. In the meantime, the centralization of foreign banks from their office at its headquarters, the issue that you open in the shape of M or Port Harcourt Maduguri had to wait for treatment at the headquarters level. But then, with the exception of two banks that have now as Ecobank regional transformation. Thanks to this form, if your M is rejected, it is the importer and closely monitored.

Although documents, and the rest of them arrived now, the majority of banks are still reluctant, until the service for which they are paid. The importer pays M-shape stands out by government agents for the collection of taxes and what are they doing, they are doing nothing … They put in place, than words, the goods are now without RAR (Report risk assessment) are being prepared, and it is a cooperation between the importer, the bank and the service provider. Thus, the agents are not involved.

What this means is that, once the program is in the port, during this 28-day period for overtime, some of them, in the absence of RAR. It is then the importer, today begins near to discover what is the problem. If we eliminate the barrier, it would help a bit.
